Serial number again

Hi, I can't find any information for my outborder 25hp.
The serial number is 9691512. It says it is build in Belgium.
How to find a repair book for this engine?

It ran just fine untill two days ago. Now it doesn't start anymore.
I didn't see a spark on the plugs.
Also the carburetor/fule system might be clocked after the winter.
 
I don't often disagree with flyingscott, but I'm getting that number as Belgian built 1992 which the decals match.
 
Ok, marineengine is not sending the manual to Berlin, Germaniy.

I just reread your original post. No spark. I'm assuming it's turning over.
Look at the kill switch and circuit, black/yellow stripe wire.

Also, in general you don't need the manual specific to your motor, just find one in the same ballpark. Especially with boilerplate troubleshooting scenarios, things follow set patterns until they don't and often the solution is reached prior to bifurcation. Was it overheating before it died? The thermostat could be stuck open and that may be shorting an overheat alarm that doesn't work audibly but still might prevent the load from reaching fuel dependant components (i.e. sparkplugs) for fire safety reasons. Just one of several ways to explain away catastrophic failure. Start reading the first manual you can find, even if it's for a different stroke, choose something ignition specific and troubleshoot till you can't or till you find the problem.
