I pulled up your reference. Is the connector at the front of the midsection just above where the lower unit attaches or in that area at the front of the lu-midsection. If so, that could be part of the speedometer tube plumbing.......the speedometer tube picks up inlet water from the front. lower part of the above mentioned sections....I forget exactly where via a small hole in the leading edge. Through tubing and fittings it supplies water/water pressure up and out of the engine along with the electrical control cables forward to the helm to the speedometer mounted in the dashboard.
If that's what it is, and is leaking, it could give you a lower than actual speed reading. A picture from the side of the engine, down low a couple of feet away from the device would be helpful to see if that is what it is. Otherwise, no big deal. You probably could disconnect it and follow the tubing up inside the front of the engine lower shroud and find a place to get 3/8" of slack, cut off the end of the tubing, and with needle nose pliers pull down some tubing and insert it on that fitting to stop the leak.
