mercury 150 EFI 1997

I got a mercury 150 EFI motor it will crank but only if you had the throttle about halfway wide open this is the only way it will stay running when I pull the throttle back to idle and it's like he's just flooding out and pulled all the plugs and they look really wet. Can someone give me an idea on what to look for that would cause this motor to flood really bad?

Check ignition for spark and mechanical fuel pump for busted diaphram
