Tube Seal Stuck

I have a Mercury 115 EFI, 4 stroke, approx 2006. I pulled the gear housing to change the water pump impeller.
The repair manual states: "NOTE: Ensure the water tube seal has been removed ...". I tried to remove the seal, but I don't want to get too aggressive with it because I don't want to damage the water tube.
Is it common for those seals to get stuck on the tube?
Does it really matter if it stays on the tube if I'm not replacing it?
Suggestions on how to get it off the tube?

Ok, I just got more aggressive with removing it. Turned out it was on backwards, so there was more tension on the tube side rather than the pump side. It came off, but it does need to be replaced.
