No water coming out of engine

Hey guys

I have an old 1970 6hp seahorse which originally had a leaky lower unit. I have now fixed that issue but when i did the first test run i must have not submerged the engine enough and i ended up cooking the impeller. there were no fins missing but it was still pretty chewed up. I have just now replaced the impeller but am still not getting any water out the exhaust hole no matter how deep i submerge the engine. I have done as much testing as possible but still cant figure out the issue.

i have run the new lower unit with a drill and it pumps water fine. i have also attached a hose to the water intake pipe and i get somewhat of a decent stream of water coming out the exhaust hole (not really sure how much should come out it could be a little light).

i have also taken off the thermostat and water shoots out when it runs so i do not think the issue is with the new impeller. my best guess is that some of the old impeller bits must have gone into the engine and is blocking flow somewhere after the thermostat. if this is the case, is there an easy way to fix it or do i need to take the head off? if anyone has any other ideas as to what the problem is that would be great to hear too.

any help would be much appreciated
