is the Commander 4000 remote control and the MPC 4000 Gen 2 the same controller?

The 4000 controller series use a Gen 2 type cable.. so yes they’d be close to the same just different designs, functions of how to shift, etc…In further examining your question, it’d seem the P in MPC is a Panel mount design and C in MCC is a Console mount design and may have changed or added to the general name.

Be sure the one you pick fits what you have whether it be an inboard engine or outboard engine as there are differences in functions and wiring.

Depending on the year of your boat you may have a Gen 1 controller along with Gen 1 cables… Gen 1 and 2 do not cross in fitment for cable or mechanism.
