72 18 HP 18202 not peeing

I replaced the impeller and associated parts with a kit. I am getting water flow but the engine does not pee. I found that it no thermostat so I put a new one in. The engine still does not pee. With the thermostat housing off the water from the main passage shoots up about 4 inches. Does that sound OK?

Going to blow some passages out.
 
I took the engine back to the lake and as it was running I saw many bubbles from the mating area of the lower unit. There was no gasket and when I search the parts catalog I see no gasket.
 
Welcome. Sounds okay. No pee hole on this model. Water comes out here.

If you remove the thermostat and blow air up through the discharge hole does it come out the thermostat?
 
I watched this video and I have fixed the no pee problem. I saw this outboard mechanic remove the tube from the impeller housing and install it in the upper grommet and realized I was assembling the lower unit wrong. I put the greased tube in the grommet, the first time i seated it it took considerable effort. I had to remove it to get the orientation right and the next time I inserted it it went right in.

I have read about a grommet being 'rolled' and I think that was my problem.
