Fuel pump with blocked out valve

2003 Yamaha f60 four stroke

Hey yall. I believe I need to replace my fuel pump, but the top “out” port was sealed shut by the previous owner. I am having a hard time figuring out what is supposed to go to that port, or if my motor doesn’t need the second out port open (but I believe it is supposed to connect to one of the carbs).

I am on this mission because I rebuilt the carbs and then when I tried to restart the motor, it wouldn’t turn over. Then I opened the fuel check and a ton of gas and oil poured out. My understanding is that one of the carb float needles isn’t seating properly. I only replaced one of the floats, which I’m sure is the culprit, but I no longer have the stock one that was on it. Has anyone ran into this and how do I make it properly fit with the aftermarket float?
 
SM shows two hoses from the fuel pump. One hose to the top two carburetors and the other hose to the bottom two carburetors. With hoses that carburetors to carburetors.

Is that not what your SM is showing?

That indicates a starter motor problem, not a fuel related problem.

Is that not what your SM is showing?
Yes, I believe that is correct. The previous owner has one hose going to carb 4 and then linking each carb from there. I am trying to figure out how to rectify what they did and make it as it should be.
