1989 25HP Johnson Outboard Bogging down, thumping, then not starting.

Just this weekend, i dropped my boat in the water, and my motorm, when I was at full speed, ran great. When I started decelerating, the motor died when I got to low idle. The boat sort of hiccuped, or choked(backfired), and died. After that, the motor would sort of start, but then when I started to accelerate, it would just die, or if I left it at low idle it would also die. Another pull, it started, I got to full speed, and then it started backfiring and bogged down. After that it sounded like it wanted to, but just wouldn't start. Could this be the carburator?
 
Could be the carb, could be the timer base is stuck, could be the fuel pump failing, or maybe a failing ignition component. First step, use an air gap spark tester and make sure you have good spark on both cylinders. Next, observe the timer base (when not running) with the LU in gear and going from idle to WOT. Does it freely move with the throttle linkage or is jerky or not move? If both of those check out, then tear into the carb and see if it's clogged.
