New shift shaft cover p/n 5006241

The orings on the shift cover on my 1998 Evinrude 130 failed and coroded the oring grooves. I ordered a new one
p/n 5006241, it a bit different, and has one oring instead of the two that is normally called for, is it just missing one or is it a new design?

I have an new o ring that I can install just wanted to make sure.
