1999 Tracker 75hp pro series starter

The starter spins slower than normal and will not cause the bendix gear to thrust up and engage the flywheel to turn the motor over to start. I jumped the battery directly to the starter and it did the same thing. What can I do to fix this problem? If I need a new starter, where can I find it?
 
Thank you. This was informative, but not the problem. The bendix gear freely moves. The starter motor turns very slowly, not generating sufficient inertia to thrust the bendix gear up to engage the flywheel. My first thought is the brushes in the motor may be corroded.
Instead of taking the motor apart and cleaning the brushes, can you direct me to a replacement motor?

First load test your battery.----I would never rush out to get a new one without testing.-----Take starter apart / check brushes $6.00 / take ohm reading on armature.----Get a new starter from this site , Mercury dealer or on AMAZON from the ----Hooflungdung ----Factories.
