1987 Force 85HP Carb Adjustment Done Right

Howdy all.
I have recently picked up a Bayliner Bass Striker with an 85HP Force Outboard.
It is hard to cold start and I noticed when I push the key in for the choke the butterfly doesn't close to choke the engine. I messed with the adjustment a little and it doesn't seem to make any difference. The solenoid does pull them down a fraction, just not enough.

It will start on fogging oil and when it warms up it starts much easier until it cools.
I also am not sure how hot the top of the head should get around the plug area with my thermo to see if it is getting to hot.

I checked the tank, clean. I checked the fuel pump, seems to pump fine.

A side note: The compression on all three cylinders is at 105 p.s.i.
