Honda 225 will not turn over / tilt not working

Did you check the big 30 Amp fuse at the right of the fuse holder? Not likely the issue but need to test it.

Otherwise test the PGM-FI main relay.

"all fuse good"...
...in what way? Visually or electrically?

My point is that a fuse may look "good" but that can fool you.

It's best to test the fuse before assuming it's a good one and moving on if you suspect that it could be a problem.

I have to say that the same often applies to "all connections good". Many people will completely overlook the negative battery cable connection at the engine but it's JUST as important as the positive cable connection at the starter solenoid.


Also, in that shop manual chawk_man so generously provides everyone here (got mine, thank you chawk!) there is a "Fuse to Component" guide on page 2-20 along with a "Fuse Load List" on page 2-21.
Used in conjunction with the wiring diagrams on pages 19-2 and 19-3 and what chawk_man points out in chapter 17, that info can be very helpful when trying to "suss out" what's going on with this electrical system.

One last thing to mention, especially with marine wiring, is corrosion that cannot be seen. One thing I see again and again is ROTTEN battery cables on boats.

A battery cable can look PERFECT and deliver voltage but be so internally damaged that it won't allow even one full amp to flow.

You can try using jumper cables to "overlay" a cable to test but if you're not into accidental welding on your boat or getting the nickname Sparky, you might learn and try using a technique called VOLTAGE DROP TESTING which will allow you to "see" resistance in wiring hidden inside insulation and passages.

A digital multimeter and a helper to switch things on and off for you are the only aids you need. Lots of great tutorials on the web about how it works.

Ok, found the issue now to repair. If you disconnect the battery’s ground cable and jump with jumper cables negative to ground on engine, same issue. If you connect the ground back to the battery and jump positive from a battery to the starter.. all works. We have a break in the positive cable.

You could though use that bad cable as a prop to teach yourself how easy and effective the voltage drop testing technique is. It is amazing how accurate it finds wires and cables that are partially broken but an ohmmeter says they are just fine.
