My boat will not open up . I had a guy look at it and he messed with all the adjustments or linkage and not sure if they are properly adjusted keeping it from opening up I changed plugs wires distributer and cleaned carb it starts and idles fine revs with no press on it seems fine but try to take off and it won’t plane out at all feels like I’m dragging a anchor. It just won’t open up . Not sure if I’m messing something or not adjusted. Please help
 
You have to separate engine fuel system problems from boat fuel system problems.
Engine fuel system: fuel pump & carb
Boat fuel system: fuel tank, tank vent, fuel tank pick up tube, anti-siphon valve, fuel lines.
I would check the boat's fuel system first before changing anything with the carb adjustments.
Anti siphon valves can stick, fuel pick up tubes can have a screen on the end of them that can be clogged, fuel tank vents can be blocked by insect nests, these are relatively common problems with older boats.
the starting and revving in neutral being OK but it not planing out the boat suggest a fuel pressure or volume supply problem:

fuel pump pressure and volume
fuel tank vent
anti siphon valve
fuel tank pick up tube/screen
