1994 40 HP Mercury 2 Stroke

I have a 1994 Mercury that is bogging down between mid throttle and full throttle under load. The motor fires up fine and runs well out of the water. I recently replaced the fuel filter, plugs, fuel pump, and cleaned/rebuilt the carburetors. I also had a vacuum test performed and the results showed proper venting and fuel flow. Any suggestions on what to try next?

Single Fuel pump. 2 carburetors.
