With the lower unit off, look for a water tube that sits over the discharge on the water pump. Rig up a garden hose to fit over the water tube and turn on the hose. You should have water coming out the telltale and and the exhaust port that would normally be coming out the propeller if the lower unit was attached.
Stick the lower unit in a deep bucket and spin the driveshaft with a drill clockwise, you should get wet. Water must be 3-4” above the top of the water pump.
Some engines don’t like muffs, try using a barrel, again water must be 3-4” above the water pump.
