Water leaking between lower unit and top unit

I’m sorry it’s a 2008. I’ve pulled the lower unit and rebuilt water pump, still no water flow. Removed thermostat. But the first time I was reinstalling the lower unit it was misaligned cause the shifter wouldn’t work, is it possible I’ve pushed the water tube up too far also
 
I have tried everything, I can hook hose up to flush out connection on motor and water comes out everywhere it should, put the muffs on the foot water intake and nothing. Don’t know what to do next, any ideas greatly appreciated thanks
 
With the lower unit off, look for a water tube that sits over the discharge on the water pump. Rig up a garden hose to fit over the water tube and turn on the hose. You should have water coming out the telltale and and the exhaust port that would normally be coming out the propeller if the lower unit was attached.

Stick the lower unit in a deep bucket and spin the driveshaft with a drill clockwise, you should get wet. Water must be 3-4” above the top of the water pump.

Some engines don’t like muffs, try using a barrel, again water must be 3-4” above the water pump.
