2000 Volvo Penta 5.7 GS starts only with starting fluid

The boat goes into a no start situation but with a shot of starting fluid starts runs fine for multiple starts for a while. Then goes back to no start until stater fluid sprayed again. Why?

Which GS?
PW something else or i something else?

Is the GS a carbed engine? Holley 2 or 4 bbl? Try pumping the throttle (engine off) and see if the accel pump is spraying 2 streams of fuel in the carb throat. If not test the fuel pump.
