05 evinrude 115 ficht help

I have an 05 E115FSLSOD, evinrude 115 hp. that cuts out at around 2800 rpm. I have completely replaced/gone through the entire fuel system. cleaned the tank, cleaned the pickup, new fuel lines, filters, both fuel pumps are new and have the correct pressure, cleaned the vapor separator, injectors professionally rebuilt new indexed plugs, good even compression, the oil system has been checked out per the manual with good return flow and pressure. i have the evtech software and have done all the tests and checks. there aren't any check engine codes and I don't think it is in slow mode but it acts like it. it acts like a fuel filter is clogged. if anyone has any suggestions it sure would help.
 
trying to figure this problem out. can someone explain how the oil injector part # 5006141 sends oil to the distribution manifold? i have the oil injector out and apart. i see a small orifice in the cap above the passage to the pressure sensor that would allow the oil to the manifold. i believe this orifice to be clogged.
