1986 125 force outboard

I have a 1986 Bayliner capri 19’ Chrysler force 125 outboard motor that will not go faster than 8 mph. The hub looks ok on the prop, won’t move without spinning the fly wheel manually while it’s in gear, I’ve taken the carburetors off and checked the floats and the main jets and they are clean. Other than doing a compression check does anyone know what it could be? I replaced all 4 coils as well. Spark looks good n all cylinders.
 
Sounds like maybe a fuel issue. Mechanical pump is driven by crankcase pressure. Do a compression check, will take 15 minutes. It's easy and will give you important info. All should be over 120 psi and close to each other. If compression is within range I would rebuild the fuel pump, at least inspect it. But if you have it off and apart might as well rebuild it. It's a super easy rebuild. Pump kit you can probably get for around $40.
