1990 evinrude 40hp tiller intermittently missing at 1/4-1/3 throttle

Engine starts and runs great but intermittently looses power and starts missing at 1/4-1/3 throttle. Have played with the wiring going to the power pack but have not removed flywheel to inspect. Thinking it might be power pack or ignition coil issue but what else could be the issue the check?
