1992 Johnson 70 VRO horn going constantly since new BRP control box.

After fitting a new BRP control box and external horn, the horn is constant even with the overheat sensor and wires from the oil tank disconnected. The loom from the box to the red connector is all sound with no short circuits. Any ideas of fault would be greatly appreciated. Thank you. Engine code is BJ70TLEND. The Tan wire from the red connector seems to split into 3 tan wires with one to the overheat sensor, one to the a cdi box on the starboard side of the engine and one to a 5 pin connector that seems to go down to the VRO. The tan wire runs through either a resistor or diode which is covered in heat shrink before splitting of to their different destinations.

If I disconnect the 4 pin connector to the VRO and the two black wires to the oil tank, the horn will stop despite the tan wire still connected to the cylinder head sensor. This of course is with the engine not running but ignition on.
