2 qustions on 1970 60 hp johnson

hi all , first off i have been running a rich fuel mix since the start of this boat season.over the winter i rebuilt it so i figure to keep the engine well lubed i run 3 onces to one gal abit on the rich side.sometimes i need to feather the controlls to get it to take off as i think the plugs may be getting a bit fouled. but after the rpms build up to around 3000 it will run great at wot.should i lean out my mix or just deal with the once in awhile stumble at take off.allso can i advance my timming a couple of degrees from the 22 degrees in order to get a bit more pep out of this 60hp or am i asking for trouble. thanks tony
