2001 200 HPDI Starter Problem

I have a 2001, 200 HPDI that is having a starter issue. It acts like the battery is very low, almost dead, but the battery is brand new & shows 12.86 volts. All connections are clean & tight. Ive gone through the engine diagram but can't tell if this model has a separate starter relay & solenoid, or if it is all one. The starter engages but will not turn the engine fast enough to crank.

What voltage are you measuring at the starter motor when the key is turned to the start position?

There is a starter relay and there is a starter solenoid. The latter called a starter relay assembly or magnet switch.



 
If you are seeing 12.54 volts at the solenoid power input terminal while the starter motor is activated by the starter relay then it would seem the starter motor is defective.
