4.3GL volvo penta with black tar like substance dripping from bottom of raw water pump. Is that a pump failure mode?

mmmm.....my guess is that the impeller melted from running dry. Given that raw water pump impellers should be an annual replace item, check out the pump innards. Hopefully it's rebuildable without too much trouble.
