Looking for info on 305k cooling system

I’m working on getting the old man’s 82 chriscraft catalina going and it keeps getting hot.
Very little water is coming out the exhaust.
I removed the thermostat and little to no change in water flow or temps.
Am I looking at the risers being clogged up or seawater impeller?
The boat has been sitting at the marina for two years and hasn’t been driven.
Hoping to find some answers but your thoughts and prayers are probably in order.
 
How long since the cooling system has been worked on? Since it has been sitting, either on the hard or in the water, without running for a long time, how deep into this are you willing to go? I say that because you really should budget for some major expenses. Those are, new manifolds, elbows, and gaskets. New circulating pump. Rebuild seawater pump. New thermostat. All new belts and hoses. Those will get the cooling system back in shape. Unless of course all that has been done in the last 5 years.
On top of that, you'll likely want to redo the fuel system with alcohol resistant hose, rebuilt carburetor, and new water separating filter. Then a tune up with new cap rotor points condenser wires and plugs. Change the oil and use straight SAE 30.
If it were me, I'd also use all new hose clamps such as the good AWAB ones. Get as much rust off as I could and touch up with POR 15 engine enamel. New engine mounts would be gravy.
I'll assume it has a velvet drive transmission which you'll want to do an oil change on.
This may seem like a lot but if you are turning your own wrenches, it's more about the time than the money. It's gonna be a few hundred (without the new cast iron)

Yeah, it hasn’t been worked on in the past five years. He bought it four years ago and soon after his house burned down so the boat was an afterthought until he could rebuild.
It sat in the salt water for two years (at least) just occasionally running in place.
Eventually it wouldn’t start. That’s when he called me.
I got it running well but very little water out the exhaust and temps rise to 200+ if we don’t shut it down.
Rusty water out the exhaust as well.
Probably pretty corroded inside the manifolds. The thermostat was completely rusted in place. Not a good sign obviously.
Sounds like you’re right on the mark with repairs. Just overhaul the entire cooling system.
He likes the boat, so I’m sure he’ll be up for it.
Do you have any source for manuals or diagrams?
He seems to recall an engine repair manual but can’t find it.
