mid 60's 9.8 need a lil help

I recently traded my toyota 4runner for a 1436 jon boat with an old mercury 9.8 that "just needed the impeller replaced". needless to say that wasn't all. no fuel tank so i didnt get to hear it run but that would've never happened. Carb is barely hanging on missing one mounting nut. lower unit was removed to get access to the impellor and no spark. I'm good with carbs and i can source hardware but being my first outboard i don't know where else to start. I know i need to remove the flywheel to get to and check the points and stator but i cant figure out what year this thing is. ive narrowed down to mid 60's i think. the only numbers i can find are on the block 1019-2653 near the spark plug holes and above the intake for the carb 941-2624 ANY help would be greatly appreciated. https://photos.app.goo.gl/GUhV72jkPMi7Zoqn7

Thank you! I'm hoping that I can keep it around 100 $150 into the motor. I need to pull the flywheel and check the points after that is there a test I can do on the stator with my multimeter? I'm going to look all this up now that I have the year to start with but just thought I should pick your brain first. Luckily the thing looks fairly complete but I might take you up on the parts if I can't find anything.
 
Got a flywheel puller and took a look underneath. Points look ok and i adjusted one. I do have spark on one cylinder but not the other. Couldnt find the specs so ill just compare the good one to the other and verify its the coil.
