Power with Tilt Motor

I have a 2001 Nissan 50d two stroke. When I fully tilt the motor up the tilt motor will not engage to lower the motor. The same happens when I fully lower the motor. If I do not fully tilt the motor up or down it works fine. I have checked the relays and they are fine. I have also replaced the tilt motor. This happens whether I use the tilt switch on the throttle or the switch on the motor itself. Since the engine starts no problem it cannot be the wiring of the battery to the outboard. The only thing I can think of is the wires from the two switches to the relays. I am not sure if they are independently wired or if they are connected together and then one common wire runs to the relays. Any suggestions to why this happens would be appreciated.
 
The boat is in the water at the moment so it's a little difficult to check. It's on a sailboat so taking the boat out of the water is very involved. If I get stuck I was wondering if I just run cables to the tilt motor itself to bypass the relays. Would this cause any damage if I do not remove the tilt motor connections to the relays and just use the cables ends to the two contact points on the relay that the tilt motor is connected to.
 
There may be safeties that stop the motor from tilting the motor too far that are out of adjustment.
