Volvo AQ280 sterndrive revers lock and lift problems

I have a recently acquired 1985 Bayliner with a rebuilt Volvo gas engine and AQ280 stern drive. The boat has been out of the water for over a year - previous owners never even put it in the water because they preferred their sailboat. I am having 2 problems currently:

1 - the drive will go down but not up. The motor spins and will raise only if I help by lifing up while someone else presses the up button. Could this be the electric motor? Maybe it is failing and doesn't have enough torque?
2 - The reverse won't disengage automatically. I have inspected it and everything appears to be functional. Could it be related to #1? What causes it to unlock so it can be lifted?

Thanks in advance. I've had inboards, outboards, OMC and Mercruiser drives but this is my first Volvo.
 
#1... likely bent push rod from P/O using the power LIFT as a power TRIM
#2....If adjusted correctly then likely incorrect positioning of the "shift rod" ( "A" in propeller rotation.pdf)
A quick test for this is to remove the back cover. With engine off, shift boat into FWD... the shift cable should EXPEND.
If not... follow instructions for prop rotation adjust and follow up with instructions in shift adjustment.pdf.

thanks. I discovered that the plunger that the lift push rod is supposed to engage to unlock the drive is completely gone. That explains why the lock won't disengage.
