Hey guys new to the boating world but work on cars for a living. I have a 1995 Larson with a Volvo penta 3.0, I take it out on the water and won’t rev past 2200 I’ve checked all the basic things, carb rebuild, plugs wires, fresh gas, compression, timing seems to be correct just wondering if anyone has seen this before
 
So I set timing with the shunt to 0 degrees pull the shunt out and the mark goes way off the timing tab. It does advance with throttle but I’m wondering if it’s throwing way to much timing at it
measure it with an advance light at 2800-3000 rpm should be in the ballpark of 26-28 degrees total. I think you have a delco est so should be 12 -15 degrees at idle may move a bit as module advances it.

What do contents of fuel filter look like ?
 
I'd say maybe 26 total with the ESTs....The timing at idle will vary a lot with RPM due to the steep curve used in the ICM...

I have found its easier just to set the timing for max advance and not worry about the value at idle...just my two cents...

So, if the timing is close to the specified timing curve, I'd start looking for a fuel restriction...the two easy checks are vent line restriction and the anti-syphon valve...
 
have you checked what size prop you have on it??/
previous owner may have threw a good looking prop on it for the sale but could be the wrong size
