Water in Carburetor

I have an 1984 Volvo Penta AQ360 in a 20 ft. Skipjack. The engine is basically a Chevrolet 350. Recently I noticed white milky oil on my filler caps, bottom side of the valve covers and in my blow by tubes. There is no water in the oil. When running the boat you can hear the engine sputtering from the water that's getting into the carburetor via the blowby tubes. I pressure tested my exhaust manifolds and elbows and they hold pressure. I'm assuming it's a head gasket problem but having trouble wrapping my head around the fact that there is no water in the oil at all. Anybody have an experience like this? Could it be a leaking intake manifold gasket? I just don't want to replace the head gaskets to find out it was something much simpler.

Ayuh,.... sounds like just condensation,.....

Sputtering is more likely water in the fuel,..... or in the carb, not from the air intake,....
 
At what temperature is the engine running? Perhaps tstat was removed in past not allowinig the engine to warm up enough and
lots of condensation as a result.

would water in the fuel cause this milky smutt in the valve covers and breather tubes? You can visibly see water at the hoses that connect to the flame arrestor and it looks like enough to cause the sputtering (its inconsistent sputtering, alot of sputtering but inconsistent).

No, it'll lay in the float bowls,......
