1984 Evinrude 30 E30ECRR

About every 5 years, I rebuild the water pump, and forget about half of what I did the last time. I get the impeller to the top of the driveshaft and it jams on the splines. I took out the shim in the impeller even before I got to this step. I haven't tried to force it because I don't want th damage the splines. Any help?
