Baby Honda 2.3hp carb troubles

Hi, my tender outboard runs well but only with the choke pulled right out, a blocked jet I thought, took it apart and it was a but grubby so gave it a clean, squirted it through every orifice with acetone and syringe, fluid passes from jets to the micro holes in the carb choke/bore. Re assembly and tested on the water showed the same symptoms. Took it apart, re squirted and poked a fine wire through the drillings, still no improvement. Did this repeatedly for two days !

Evidently I am missing something, in over 40 years I have never been beaten by a fuelling issue on bikes and engines in general, but this weedy little carb has me beat, generally if you can squirt fluid WD etc through all the holes and watch it come out of the other end of the drillings , then it WILL work when you put it back together.

I decided to buy a new carb, but can’t find one on line, contacted a Honda dealer but won’t hear back for days being a holiday weekend here (UK)

What am I missing? …… please, or do I just use it as a kedge anchor.
