1400/140.What's missing

Guy was asking what's supposed to go on above the fuel pumps,there is only two pumps required per unit stated in the parts diagram.It looks like a fuel pump should go there,there looks like a broken bolt on the right,but may not be.Any help or suggestions greatly appreciated

There were only two pumps. Typical in sixes. They may have thought three would be needed, hence the mounting spot, but no holes inside were ever drilled.

That's don't look like a 140 as fuel pumps,transfer port covers and top cowling support lok wrong...look more like a 1250 unless its a early 70 model.
