Water Pump on Johnson 70 hp not working

I was given a bass boat with a 70 hp VRO Johnson outboard. i was told not to start the engine until i rebuilt the water pump, which I did. The water trickles out without the engine running, and when I start the engine, there is no difference. I took the lower part back apart and don't see anything that would stop it from working. Any suggestions?
 
Thank you for your advice. I will try that tomorrow. I have a stream coming out of both pee holes, but it doesn't increase when i start the engine. I don't know much about boats, but I wonder if there is a chance that the impellar is not turning. I just pushed the bottom part of the motor together and did not know if i was supposed to line up something. I just made sure the linkage for the forward, neutral, and reverse worked.
 
I just pushed the lower part up until I could feel the propellar catch. The motor is a Johnson J70TLESB. How do you turn the drive shaft while installing the lower section?
 
I guess you have to take it apart again.--------The new factory impeller comes with the drive key.-------They sometimes fall out when taking it apart and then a " novice " is lost.

I rebuilt and installed the water pump about 6 months ago. If i saw a key, I would have installed it. I will double check tonight when i pull the lower section off. Is there a trick to making sure the shaft is engaged correctly. Up to now, i have just been concerned about getting the gears for Forward, Neutral, and Reverse to work. Do I turn the propellar to get the shaft to turn on the water pump? Thanks for your help again.
 
You put the drive key on the shaft.-----------Then install the impeller, making sure the drive key is in there.--Turn driveshaft to verify that key is driving the impeller.-----Then push pump housing down while turning driveshaft the way the motor turns.

I took the bottom section off and I see that there was no key in the water pump. The ID of the impellar is worn. I am going to purchase another new impellar with the key this week. I see a flat spot on the shaft and was wondering how the impellar, even with the key, gets enough momentum to turn the pump. Hopefully, the person at the boat supply can show me how that works. Thanks again.
