150 Johnson running rich at idle

Little info here 2000 Johnson 150 runs rich at idle and loads up until you rev up to clear up. rebuilt all carbs , intake gaskets, set the idle air needles to 6 turns and attempted to fine tune idle speed about 950 in neutral top end is great but if fishing with motor off for several minutes it starts right up but acts flooded place in gear a few times till it clear,also forgot to mention new power pack and optical sensor along with wires and plugs anyone out there with some tips ? Compression on all cylinders 105-108.
 
6 turns on the needles seems like a lot. Usually about 1.5 turns to start and fine tune after that.

Thanks for the reply I looked at the OMC manual and it states 5-7 turns so I started in the middle, also I have to even looked at the float adjustments they are fine had a friend of mine tell me who has a boat shop say it could be the reed plate gaskets but they are new replaced last year when I rebuilt the motor.
