Got an old engine from a friend had not been run in years. However with starter fluid it would start on the first pull and run great at all speeds but starter fluid was required each time to start and it idled out twice near the end of the day (but again with starter fluid it would start again just fine). To fix this I figured a carb clean would be the way to go. However after cleaning and reassembling It will not start. It seems to turn over (occasionally running for a brief few seconds) like it wants to start but it will die before I can get it into gear or after applying throttle. I am suspecting the idle adjustment switch but I keep turning it and can not tell if I am closing it or opening it as i keep turning and turning it but it does not stop.
1. New Spark plugs were installed
2. New gas used before running it (added sea foam)
3. Soaked carb in carb cleaner and removed all not metal parts before doing so
Questions I need answered
1. Any insight on why this may not be starting
2. How do I properly adjust/reset the idle set screw because I cant seem to find out how to fully seat it no matter how much I turn it
3. What order should i troubleshoot

Edit: Its a year 1990 2 stroke 15HP Model
