tilt/trim pin still too high

On my 1999 25HP Johnson, I set the tilt pin at the bottom holes, but the trim still seems a little high at cruising speed. Is there any way to trim it even lower? Considered removing the pin entirely, but I'm guessing that's a bad idea?
 
Pictures of the boat ?----Angle of the transom at about 12 degrees?----A 2 or 3 cylinder motor?
2-cyl. Not sure the angle, but it's fairly upright. Looks less steep than 13' whalers.
