fuel in carburetor throat

There is fuel and oil film in the carb throat and in the bottom of the engine area. There's also often a sheen of oil around the outboard. And she floods pretty easily. But otherwise, starts easy and runs pretty well. But it's quite smoky and smells of gas. Can you help me diagnose the problem or figure out what to check next?

I replaced needle valve and float and all the gasket with a Johnson carb kit. Confirmed that the needle valve is working by feeling that the gas hose bulb stayed firm.

I also replaced the diaphragm and gaskets and check valves on the fuel pump. I don't see any leaks from any of the hoses.

I replaced the spark plugs.

Here are some things I guess I should check next. What else is missing?

  1. Check the syringe prime pump on the front of the outboard. For a cold start, I typically pump that twice and leave it at the red ring. It typically starts after 1-2 pulls, but I have to push the syringe in quickly or it starts sputtering, even with some throttle. Is that normal, or could the syringe system be bad in some way? How should I check that?
  2. I need to check the compression, but I don't have the tools currently. What should I look for there?
  3. Other things to check?
Would excess gas/oil around the carb be indicative of a blown head gasket or bad piston rings or something?
