1988 mariner 90hp cable adjust

Hello again everyone, been slowly working on an old mariner 90hp when I've got free time. I just got an aftermarket set of controls but cant for the life of me get everything adjusted right. In the control box I've got throttle on top of shift cable in the holder and have been adjusting the cables at the engine side by turning the barrel. Im able to throttle up but when I try to return to idle speed it doesn't go down. Any advice or am I just dumb on this one.
 
Pulling puts tension on all components involved. Pushing puts pressure on all components involved. Remove your cable at the engine and move the engine lever back and forth by hand........any differences in the force required in either direction?
 
Not really any difference. When I pull it to full throttle and release it goes back to the same spot it'd be at with the cable attached about a half inch before the stop

I don't understand your comment about the throttle lever moving on its own once released. I don't recall, or know of an internal mechanism that causes such movement. With the movement common to cables connected and not connected, I'd say the problem is in the engine. So.......what and where is the activating mechanism?

The timing is advanced as the RPMs are increased and that is accomplished under the flywheel. The same lever that does that causes your carbs butterflies to open as RPMs are increasing. I'd disconnect the carb linkage as close to the throttle lever as you can find an access point and see if the problem remains or disappears. If it remains, then I'd be checking things associated with ignition timing, otherwise things associated with carb linkage.
