1983 60hp J60elctb issues after idling or going low speeds.

I got some issues with a 1983 johnson 60hp. It starts cold no issues (after doing some basic maintenance) and will subsequently start up no problem if I got from full throttle to off. But if I let it idle before turning it off or go really slow speeds it will refuse to turn on unless we take the hood off and open the carbs manually to allow more air go through. I have replaced the powerhead gasket, the exhaust manifold gasket, and the crankcase gasket. The carbs have been rebuilt and the idle and throttle have been adjusted and synced. Compression is at 130 on top cylinder and 120ish on the bottom and both igntion coils have good spark. I am at a loss on what to do about this. Any suggestions or guidance on what I can do?

AFAIK, as long as the cylinders are within ~10% of each other and greater than 90-100psi, that generally means good compression on a 2 stroke engine, no?

A good motor like yours would show 150 PSI on a good gauge.-----Head gaskets are cheap.----So remove cylinder head for inspection.
