15hp evinrude hard start and only runs on choke and dies and bogs after 5-10 seconds

Hello guys I recently got a 15hp evinrude for free not sure what year since this is my first motor I do work on 2 stroke dirtbikes tho so I’m not a complete stranger to 2 stroke engines or motors in general but anyways some of my friends said it looks to be a late 80s to early 90s model unsure tho but anyways after trying to start it I wasn’t sure if the fuel pump worked and didn’t feel like testing so I hooked a tank straight up the carb (gravity fed) and tried starting it and noticed it’s a very hard start and only runs for a good 5-10 seconds and revs high when it starts then goes down and when giving it gas it bogs and only runs on choke chat gpt said it could be a dirty carb not correct float level or something carb related but I’m not sure after opening the carb everything looks clean and float looks functional although I didn’t have carb cleaner, so I blew through every passage, and air came out clean i’m not sure what the float height should look like so I put a picture but if anyone knows the issue here, please let me know.
 
Sounds like a blockage in the carburetor if it needs choke to run.----But post the actual compression values here.----Does spark jump a gap of 3/8" on both leads.----And if you get it running you MUST install a new impeller in water pump.-----How come post #1 appears to be all one sentence?

I can run and get some carb cleaner but I unfortunately don’t have a compression tester nor a spark tester but maybe a friend does I’ll see it does have a new impeller and water pump on it the old owner said
