After 3 days of wind, rain and snow I finally got the cover off the boat. I checked the plug wires and the coil wires twice and when I put on the new coils last fall I did them one at a time so as to not get anything mixed up. They look just fine so I'm not sure what to make of your assessment...

I had kind of the same issue at the end of last year, so during the off season I replace with new coils and new plug wires. was hoping that would do the trick but no.
I have a 1989 Evinrude V-4 that idles smoothly but when I get close to 2500 to 3000 rpm's it starts spurting or slight hesitation. It doesn't die but kind of hesitates. I'm using premium fuel with additives. Any thoughts?

I just put in a brand-new lower unit; new water pump and I played close attention to the correct height of the rod. It was also kicking out of gear with the old unit.
Thanks for all the help, found the issue there's a rubber gromet in the lower cowling the had separated and turned the linkage and bound it against the power head. that rubber gromet is coming out it's probably been in there since 89. SEI told me about that and that had given them issues before...
Called SEI and they told me to start with disconnecting the shift cable and see if I could shift it manually. I never had an issue before, but I think it's just a matter of elimination. Then we will go from there.
