Hesitation

I have a 1989 Evinrude V-4 that idles smoothly but when I get close to 2500 to 3000 rpm's it starts spurting or slight hesitation. It doesn't die but kind of hesitates. I'm using premium fuel with additives. Any thoughts?
 
I had kind of the same issue at the end of last year, so during the off season I replace with new coils and new plug wires. was hoping that would do the trick but no.
 
Finally got those numbers for the compression test for you today. #1-94 psi, #3-96 psi, #2-96 psi and #4- 96 psi. Does have a very good spark and they do jump 7/16 in. One thing that I did notice when I removed the new plugs the right bank plugs were clean an the left bank plugs were sooty already after about 20 minutes of running.
 
After 3 days of wind, rain and snow I finally got the cover off the boat. I checked the plug wires and the coil wires twice and when I put on the new coils last fall I did them one at a time so as to not get anything mixed up. They look just fine so I'm not sure what to make of your assessment. Any other possibility?
 
Based on your statement of clean plugs on one side.----So since I can not see , hear or touch your motor I will step aside.
