Thank you. This was informative, but not the problem. The bendix gear freely moves. The starter motor turns very slowly, not generating sufficient inertia to thrust the bendix gear up to engage the flywheel. My first thought is the brushes in the motor may be corroded.

The starter spins slower than normal and will not cause the bendix gear to thrust up and engage the flywheel to turn the motor over to start. I jumped the battery directly to the starter and it did the same thing. What can I do to fix this problem? If I need a new starter, where can I find it?
