1991 30 horse evinrude cant pull rope start

I have a 1991 30 horse evinrude, that i tried to start today. I vould not get the rope to move. I pulled the plugs and could turn it over. I removed the recoil assembly andvthe recoil operated freely. I made sure the engine was in neutral, . I took a wrench and could easily rotate the engine. So im atca loss

There should be an interlock cable that attaches to aft side of recoil starter. TBH, I don't know where the other end goes.
