1990 Johnson 60 hp TJ60TLESM crank no start

The mechanic the boat was taken to years ago told the owner the power pak was bad. They replaced the power pak and still got no spark. They then believed it was the stator and the owner of the boat decided not to replace it and let the boat sit for a while. My younger brother purchased the boat and we are trying to get it going. We have replaced the stator, still no spark. Then we replaced the plug wires and the coil packs and still no spark. We disconnect the wire harness from the controls, to rule of the kill switch, and jumped the starter. We still didn't get any spark. Also replaced the rectifier just on some off chance it was causing an issue and still no spark. We checked and cleaned the two grounds on the engine block to see if that was causing a problem and still no spark. From what I understand our only other issue could be the trigger assembly, right? Should we take the power pack off and test it, even though the boat hasn't run since it was last replaced? Should we take the flywheel off and inspect it to make sure there aren't any issues with the magnets? We haven't change the spark plugs but they don't look bad and will change them once we can get spark. Any insight into other issues that could be causing a no spark would be greatly appreciated.
 
I threw a bunch of new parts at my ignition. Now I know at least those aren’t going to be letting me down. It ended up being the coils switched around and power pack and fly wheel key. It was a few good sparks then weak sparks tho.
 
Load test your battery.-----Take starter apart for inspection.----Ohm test ( infinity ) on armature.----If flywheel turns slow there will be weak spark.

I’ll take a look at those when I pull the flywheel to look at the trigger.
 
Definitely plan to test the battery and starter. Without a jump pack it turns over pretty weak.
1) Put the battery on a charger and make sure it's at full charge
2) Load test the battery to make sure it's delivering the proper CCA
3) The starter needs to spin the engine at minimum 350RPM for the ignition to fire when cranking.
4) If the battery is good but you still have no spark, use the CDI Electronics Troubleshooting Guide to diagnose the problem and find the failed component(s).
