Volvo Penta AQ171 Bogs at Higher RPM

I currently have a Volvo Penta AQ171, and it runs fine at idle and up to about 3000 rpms. After that, the engine bogs down, but runs fine after I let off the gas. I just had both carbs rebuilt. I don't know where to start looking to find out what is broken. The timing is correct. I don't know if it's a fuel issue, ignition, or something else entirely. Any help would be great before I take her into the marina and break the bank.
 
If it's just one motor bogging than it's isolated, if both than have to look at the boat (electrical, fuel supply) instead of motor.

Watch the Tach and see if both are effected the same
 
Your right about dual carb, but I'm seeing a 4 cyl, scratch that, the 170 and 171 are 6 cyl

So Boat89volvo is this a single engine boat or dual?

It's a single-engine boat. And would advancing or retartding the timing on the distributor change the idle?
Yes, but timing should stay real close to specs

I would check fuel pressure at the carb. Would need to rig up a Tee fitting between pump and carbs to see if it stays steady or starts falling off.

Would also suggest a compression test to see if it has enough compression to develop the power needed

Unable to verify but find only one place showing timing should be 5 to 8* BTDC
You should see it advance when rpm's are increased
