    Thanks for the feed back. It wont do much in the way of charging at 13.2 volts . Needs to be above 13.8 ish and preferably in the range 14 to 14.4 for a flooded lead acid battery.

    I assume you mean 16 volts, not amps. Yes 16 volts is too high. Check your multimeter on a known voltage source or against another. If correct replace the rectifier regulator. ( That may also cure the problem with the tacho )
