    OMC Cobra hard to shift to neutral.

    Your idle speed is too high, if it's that high then the ESA may not be able to lower it, get the engine in good enough tune to run at 600 rpm, and re-test it. A Ford 302 in good tune should have no problem running at 600 rpm. Do a tune up and clean and adjust the carb, it ain't rocket science...

    I agree the high water pressure suggests water isn't getting out like it should. Have the exhaust elbows been checked for clogging? Fresh water or salt water use? Manifolds and elbows, are they stainless steel, or cast iron? Exhaust flapper on the transom?

    Usually you will not see much water if any at all coming out of the prop at idle speed when you're running it on a water hose on land, but for sure you will see water coming out of the idle relief ports which are under the transom mount.

    I'm guessing that Merc changed the exhaust to the dry joint exhaust because leaking manifold to elbow gaskets was a common source of water in a cyl. Maybe not a big problem in freshwater but in salt water it can be. So they separated the water flow and the exhaust gas flow with that new design...

    If the manifolds & elbows were clogged I wonder if the water distribution housing is too; I’d check it for clogs. Also did you measure raw water volume flow? How about Bravoitis? They are known for a fitting in the transom mount that restricts raw water intake.

    Any E10 (Ethanol) problems you are aware of on older engines?

    Also on a boat that has not used ethanol fuel there may be varnish deposits in the tank and using E10 May clean these deposits out which can clog filters for a time so be prepared for that.
