115 OPTIMAX slows down at full throttle---throttle control comes up a little bit

HI- I have a 2007 optimax, SN- 1b473256 115 hp. It has probably less than 25 hrs- my brother bought it new, and passed away 4 months later. After it being in a covered storage for 10 yrs, my dad wanted me to have it. thankfully, he kept it serviced, would take it in 2x year to have oil changed and have it started and run- etc, enough to keep it in reasonably decent condition. When I went to get it (in another state)- he had it shrink wrapped and I noticed bees. I came home and went to the lake and no water out of the tell tale- and I knew from experience to keep about 18" of weed eater line---and it was full of mud from those bees. It ran great- I took it out saturday and noticed that the speed--it would get up over 40mph and then slow down to just under 40. I discoverd that the throttle had come off full--- or the shifter came up a half inch- whatever you/however you wish to describe it- and pushing it back down- it would speed up- and the process would repeat itself.

I bought it (well I was with my brother) he bought it at cabellas- who don't really service boats- and I used to work at a place fixing OMC motors- mostly installing new ones- in the 1980s, fixing water pump issues and changing clutch dogs, and doing minor tune-ups (plugs,fuel pump rebuild, carb rebuild) but have little or no experience on mercury. BUT- its basically all very similar and the skills and tools in most cases are the same. I have never had issues like this- because the owner used to fix this kind of problem-I did mostly minor/routine stuff/installs.

Does anyone have any ideas? I'm sure there is an issue on the motor end OR on the control end---but I wanted to ask if anyone has seen this or have any ideas? Many times it seems these issues are all common- and occur frequently vs to one person. Thank you all-
 
HI- I just want to make it clear that the motor runs flawlessly. This is not a motor issue-(fuel/air/gas)- its a problem with the controls, cables, or where they attach on the motor end. its like that control isn't tight enough so it slips back up towards neutral, and RPMS/speed goes down slightly. Thank you!
 
HI- I have the cover on---the arizona sun is brutal so I always keep it covered- so I did the best I could BUT- I will gladly remove it enough to get better pics if you need them. Thanks for your help.

I took the side plate off (the boat) to get to the box- and found the manual online for the controls. In order to get to that friction nut or bolt- I need to take this thing apart. My guess is that the grease is dried up.

QUESTION----how complicated are these things inside? The pictures in the manual are drawings- and this looks very complicated= (ie many moving parts and all of them critical)----is this something better left to an expert or should I buy a new one or can I fix this? It needs to be cleaned and lubed- I'm sure.

Who would I take it to? I'm sure most marine mechanics have installed and changed them, but who actually would work on these (properly)? IS there a place I could send it to be R&R'ed or am I making more out of it than it is. If I could disconnect the shift and throttle cable so I could get it out of the boat and on a work bench, it would be much easier.
